Competency-Based Reviews: Building Fair Evaluation Systems

Performance reviews without a competency framework are just manager opinions. One manager rates a 4 because they like the person. Another rates a 3 for the same work because they have higher standards. When pay decisions are made on these ratings, you get compensation outcomes that feel arbitrary to employees and expose the organization to bias claims. A competency-based review system standardizes what good looks like for each role so ratings can be defended with evidence, not just impressions.

Building Your Competency Framework

A competency is a skill, behavior, or quality that is observable and relevant to job performance. Start with four to six core competencies that apply to every role in the organization — things like communication quality, accountability, problem-solving, and collaboration. Then layer one to three role-specific competencies on top — technical skills for engineers, client relationship management for sales, team development for managers. Keep the total to eight competencies or fewer. More than that and the review becomes an endurance exercise rather than a performance conversation.

Behavioral Anchors: The Key to Calibration

For each competency, define what performance looks like at each rating level. For "accountability" at level 3 (meets expectations): "Consistently completes assigned work on time, flags blockers proactively, and follows through on commitments without reminders." At level 4: "Does all of the above and proactively identifies risks beyond their own scope. Others rely on them to keep cross-functional work on track." These descriptions allow two different managers to give the same rating for genuinely comparable performance.

  • Define behavioral anchors for every rating level, every competency
  • Calibrate across managers before ratings are finalized
  • Require evidence examples in review forms, not just scores
  • Review calibration data quarterly to detect rater drift
